The Win + V shortcut isn't working, why?

Clipboard history has to be turned on first: Settings > System > Clipboard > enable "Clipboard history".

How do I pin an app to a specific taskbar position?

Drag its icon to the spot you want on the taskbar: that position becomes the number you can use with Win + that number to relaunch it instantly.
